During her 8 years in the Montana Legislature, Senator Fielder specialized in Federalism and Environmental policy areas and became the issue leader on public lands. American Lands Council
The American Lands Council is a national nonprofit organization working toward long-term, constitutionally-sound solutions to improve public access, environmental quality, and economic productivity on federally controlled public lands.
Jennifer supports abundant outdoor recreation; healthy air, water and wildlife; and safe, vibrant communities. But decades of federal control have all too often locked up our lands and produced just the opposite. State owned public lands tend to be much better managed, so Jennifer joined the leadership team at American Lands Council to help bring public land management decisions closer to home, where they belong.

Jennifer grew up on the Puget Sound in Washington State where she loved exploring the islands in a small boat and fishing, crabbing, and clamming. She moved to eastern Washington to attend junior college and become a professional ski instructor before heading to the Rocky Mountains to finish her schooling. With a Bachelor of Science degree in hand, she returned to Washington and eventually married wildlife biologist Paul Fielder who introduced her to big game hunting. They planned to retire in the mountains of beautiful Northwest Montana but soon after arriving were drawn into politics by inexcusable federal land closures and watching President Barack Obama steer America toward a cliff.
In 2012, Jennifer was elected to the Montana State Senate and served for two terms (the maximum allowed under Montana law). An issue leader on public lands, wildlife, and environment, Jennifer was appointed to chair the Senate Fish and Wildlife Committee, and serve on Senate Natural Resources, Senate Judiciary (Vice Chair), Environmental Quality Council, Water Policy Interim Committee, State-Tribal Relations, the Columbia River Council on River Governance, and the Consumer Counsel. In her first session, she introduced legislation to find solutions regarding federal lands, led the ensuing state study, and shortly thereafter became a nationally recognized advocate for federal land reform as CEO of American Lands Council.
Her 4 years on the Public Service Commission (2020-24), 8 years as a lawmaker (2012-2020), and 9 years with American Lands Council (2015-24) follow 20 years of professional planning, design, and project management experience with an emphasis in parks, trails, outdoor recreation, and conservation. For both the public and private sectors, she led intergovernmental collaboration and coordinated multiple public works projects, regional park/trail/open space systems, landscape developments, recreation facilities, and other community enhancements.
Jennifer received a Bachelor of Science degree from Western State College of Colorado (Recreation Major with Business emphasis/Coaching Minor. Magna Cum Laude honors), an Associate in Arts and Sciences from Wenatchee Valley College (General Studies. President's Medal Award), and an Associate in Applied Science (Ski Instruction and Coaching) also from Wenatchee Valley College. She completed the National Association of Regulated Utilities (NARUC) Rate School, the USFS/DNRC Forest Stewardship Program, received vocational certifications in Horticulture and Landscape Design, and achieved full certification as a Professional Ski Instructor of America. She was active in Future Farmers of America during high school and financed her college education working as a ski instructor and coach in the winters, and a waitress and construction worker in summers.
Regarded as one of the top Constitutional specialists in Montana politics, Senator Fielder received the prestigious Keeper of the Tenth Award for outstanding defense of the rights of the States and the people in accordance with the Tenth Amendment of the United States Constitution. The award was presented in 2015 by Montana's Agri-Women, one of the State's largest agricultural associations.
After her tireless efforts working on Right to Hunt legislation with multiple sportsmen's organizations, and chairing Senate Fish and Game Committee for four years, one of the State's largest sportsmen's organizations awarded Senator Fielder the 2019 Legislator Appreciation Award. She was the only Senator to receive the MTA award.
As a liberty-leaning legislator, Senator Fielder earned an "A" rating for steadfast defense of the 2nd Amendment; received the prestigious "Keeper of the 10th" award for outstanding defense of the rights of the States and the People; and won the Legislative Appreciation Award from one of Montana's largest sportsmen's organizations for protecting our right to hunt, fish, and trap.
In 2024, the PSC's Centralized Services Division (CSD) received the Governor's Award for Excellence in Performance. Jennifer's leadership and hard work was instrumental in transforming this unit into one of the best CSD's in the state.
